Zwolle, the provincial capital of Overijssel has 130,000 residents and is still growing. The city structure, based around the old fortifications, is too small to accommodate the facilities needed for the expanding urban centre. The solution was to create a centre zone: an area that derives its identity from the nearby Zwarte Water (Black Water). The new urban fabric created around the waterfront consists of a series of public spaces, which connect a variety of urban and rural programs. To the west, in a primarily living/work environment, leisure dominates most of the programming.
